Arizona Power Plant Ranks Among Nation's Dirtiest

A recent study by an environmental watchdog ranks an Arizona
power plant as
the eighth biggest polluter of carbon dioxide in the nation.
The study, released Thursday by the U.S. Public Interest Research
Group,
surveyed 594 power plants nationwide to find out which plants
contribute the
most to global warming.
Four pollutants were studied - carbon dioxide, nitrogen oxide,
sulfur
dioxide and mercury - for their effect on global warming, smog
and
soot-forming air pollution. The data was obtained by 1999 emissions
reports
from the U.S. Environmental Protection Agency.
The Navajo Generating Station in Page ranked eighth in carbon
dioxide
emissions, and the Four Corners Station in Ship Rock, N.M., ranked
14th.
"This shines the spotlight on dirty power," USIRG
spokesman David Ponder
said. "It shows how detrimental this can be to the ozone,
especially with the
warm weather we have already been having."
The problem is that plants more than 25 years old have loopholes
under
the Clean Air Act, Ponder said.
The Navajo station, which was built in 1974, is allowed to
emit 10 times
more nitrogen oxide and sulfur dioxide pollutants then newer plants,
he said.
Scott Harelson, spokesman for Salt River Project which operates
the
Navajo station, said that the plant is one of the cleanest coal
plants in the
United States.
"However, when you do burn coal, there is a large chance
that you are
going to be outputting carbon dioxide and we do not deny that,"
he said.
SRP has spent $750 million recently on environmental controls
for the
plant, Harelson said. The report noted the improvement in cutting
sulfur
dioxide emissions. Harelson said one necessary result was that
its carbon
dioxide emissions increased.
